U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, held a press conference today to discuss his decision to oppose the FY 2016 NDAA bill in Committee because of an accounting decision made by Republicans to use an emergency war funding account as a workaround to avoid difficult decisions caused by arbitrary budget caps and sequestration.
