WASHINGTON, DC -- Today, after President Obama announced a comprehensive, new strategy for Afghanistan and Pakistan, U.S. Senator Jack Reed (D-RI), a member of the Armed Services Committee who served as an officer in the 82nd Airborne Division, issued the following statement:

"Today, President Obama announced a comprehensive, new strategy to safeguard America by defeating al Qaeda's network of militants in the border regions of Afghanistan and Pakistan.

"Under the Bush Administration, Afghanistan took a back seat to the war in Iraq which allowed insurgents to rebuild a network that poses a direct threat to our national security.

"The new mission President Obama articulated today is a much needed change of course that focuses on destroying terrorist sanctuaries in Afghanistan and Pakistan. The President's plan dedicates more resources to supporting our combat efforts and training and expanding Afghanistan's security forces.

"As we look at increasing our force structure, we should look for ways to multiply their effectiveness on the ground. The 4,000 new American trainers President Obama announced today will have that effect.

"We should also consider moving in another division headquarters -- not combat forces -- but division commanders to better coordinate activities along the Afghan-Pakistan border. The ability of a very sophisticated American headquarters with access to intelligence platforms and better logistical channels can multiply the effectiveness of our forces in the field.

"President Obama's strategy also provides critical civilian, economic, and development assistance to help strengthen local governance. The people of Afghanistan must feel that their future is tied to a stable government in Kabul, and not to drug lords and militants.

"While the United States and NATO will take the lead in setting the operational tempo of this new mission, we expect more action from the Afghan and Pakistani governments to improve the lives of their people and deny terrorists safe haven.

"The support and commitment of resources from the international community is also crucial to this mission.

"This new strategy establishes benchmarks to ensure accountability from the governments in Afghanistan and Pakistan, as well as NATO allies and our own forces. It is important for the American people to know how we are progressing and where our efforts need improvement.

"I applaud President Obama for leveling with the American people. This mission cannot succeed without their support."
